The linkage between inflation and economic growth has been the subject of considerable interest and debate. The 18 papers included in this volume comprise the proceedings of a conference on inflation and growth in China that brought together academics, officials and IMF staff members. The papers edited by Manuel Guitián and Robert Mundell, examine issues in international exeperiences with inflation and growth, long-run and short-run structural problems related tgo growth and inflation in China, and the framework in which monetary, fiscal, and exchange rate policies are formulated in China.

Over the past 60 years high-income countries have invested over 4000 billion euros in development aid. With varying degrees of success, these investments in low-income countries contributed to tackling structural problems such as access to water, health care, and education. Today, however, international development cooperation is no longer restricted to helping by giving. Instead, it is rather about opportunities, mutual interests, risk taking, and an inclusive societal approach. With the arrival of major new actors such as China, India, and Brazil, and the manifestation of private companies and foundations like the Bill and Melinda Gates Foundation, development aid is being eclipsed by new forms of international cooperation, increasingly accompanied by investments, trade, and give-and-take exchanges.0The agenda for sustainable development, adopted by all United Nations Member States in 2015 and to be realised by 2030, is a case in point of new influential frameworks that usher in a global rather than a traditional North-South perspective.0This book reviews 60 years of international development aid and its relevant actors, outlining today?s challenges and opportunities. Privatization has been a key element of structural reform in many developing and transition economies during the last decade. This paper examines the fiscal and macroeconomic issues involved in the privatization of nonfinancial public enterprises in these economies. It considers issues such as the factors determining the proceeds from privatization and the amount accruing to the budget, the uses of proceeds, the impact of privatization on the budget and macroeconomic aggregates, and the privatization component of IMF-supported programs. The empirical evidence draws on case study countries that reflect geographical diversity and are representative of a range of privatization experience in developing and transition economies.

This paper analyzes the linkages between capital account liberalization and other policies influencing financial sector stability. Drawing on country experiences, the paper develops an operational framework for sequencing and coordinating capital account liberalization with other policies aimed at maintaining financial sector stability. Based on the general principles, a methodology for sequencing capital account liberalization is presented in this paper. This methodology, which is illustrated by an example, involves an assessment of capital controls and macroeconomic and financial sector vulnerabilities, and the design of a plan for sequencing capital account liberalization with financial sector reforms and other policies. Financial systems that have been weakened by inappropriate government involvement also face additional risks when operating in international financial markets. The absence of significant macroeconomic imbalances and the high level of official international reserves at the outset of the crisis also appear to be important factors preventing a full-blown exchange crisis. Nevertheless, the prolongation of the crisis lowered economic growth and ultimately led to a recession and increased the total cost of the crisis resolution.
